Prior to launching LEO, our leadership team formed the Washington Housing Initiative (WHI) Impact Pool – an innovative investment platform for the creation and preservation of workforce housing in the Washington, D.C. metropolitan area.
The Impact Pool’s portfolio includes more than 3,000 workforce housing units. Impact Pool investments target long-term affordability for residents and competitive risk-adjusted returns for investors.

Brian Allan Jackson
President View Brian's BioBrian Allan Jackson (AJ) is President of LEO Impact Capital. He was previously Head of Social Impact Investing at JBG SMITH, where he led the formation of the Impact Pool, an investment platform that was named the Best ESG Investment Fund: Real Estate by ESG Investing. Prior to joining JBG SMITH, AJ spent fifteen years in real estate development and investment, leading more than one billion dollars of double- and triple-bottom line urban infill real estate development, including projects that received ULI’s Jack Kemp Excellence in Affordable and Workforce Housing Award. Earlier in his career, AJ served as Chief of Staff to the Administrator of the U.S. General Services Administration (GSA). AJ serves on the Affordable Housing Advisory Council for Fannie Mae, the Executive Committee of Up For Growth Action, the Workforce Housing Committee for the National Multifamily Housing Council (NMHC), and the Affordable/Workforce Housing Product Council of the Urban Land Institute (ULI). AJ earned a B.A. with honors from the University of Alabama and an M.B.A. with distinction from Harvard Business School.
Lily Goldstein
Vice President, Portfolio Management View Lily's BioLily Goldstein leads portfolio management, investor relations, capital raising, and external affairs & public policy for the LEO Impact Capital platform, where she manages the relationships for both internal and external stakeholders, as well as public policy that affects the affordable housing industry. Prior to joining the LEO team, she was the head of JBG’s Opportunity Fund Investor Relations and continues part-time in that role today as the Opportunity Funds wind down. Prior to JBG, Lily was an analyst at The Carlyle Group focused on fund management for the Real Asset funds and she started her career with Crowell & Moring LLP in the Financial Planning & Analysis group. Lily is on the Executive Board for the DC Real Estate Group, the Leadership Council for the Northern Virginia Affordable Housing Alliance (NVAHA) and the Board of Directors for Yachad DC, an affordable housing non-profit. Lily received her B.B.A. with high distinction in Finance and Economics from The George Washington University.
David J. Maggio
Vice President, Investments View David's BioDavid Maggio leads the investment process for the LEO Impact Capital platform, where he is responsible for identifying investment opportunities and the underwriting, due diligence and acquisition processes. David is also responsible for building and maintaining relationships with brokers, landowners, financing partners and potential JV partners. Prior to JBG SMITH, he was the Vice President of Acquisitions and Asset Management for the Housing Partnership Equity Trust (HPET), a private workforce housing REIT, where he acquired over 3,000 multifamily units in joint-ventures involving 14 nonprofit housing developers nationwide. Prior to HPET, he led a team of Underwriters and Asset Managers at Fannie Mae. David holds a B.A. in Economic and Political Science from Binghamton University.
Laura Bartos
Vice President, Asset Management View Laura's BioLaura Bartos leads asset management for the LEO Impact Capital portfolio, where she manages over 2,800 units and works on underwriting and closing new investments for the platform. Prior to JBG SMITH, Laura was in the senior living and medical office investment team at Welltower (NYSE: WELL). Laura earned a B.A. in Sociology and Public Health from Johns Hopkins University and an M.B.A. from UNC Kenan-Flagler. She is also an alumna of the Teach for America Program.
